The Golden Sands Hotel

The Golden Sands Hotel is a decent mid-range option if you want to stay close to Ocheteul beach in Sihanoukville. The hotel is modern and run very professionally. For $25 per night (that's the listed rate but if they aren't full, bargain) you get a simple en suite room with double bed, cable tv, and air-conditioning. The bathrooms are 'wet', meaning the shower is right between the toilet and the sink and there's nothing in between, but if you've been traveling in asia for any length of time you're probably used to it by now. You'll also be accustomed to the liberal use of blindingly white tiles, polished wood and gaudy chandeliers.

Included in the price of a nights stay is a buffet breakfast (Khmer style) and use of the pool, which is completely exposed, given it's location in the middle of the car park.

The hotel is a only few hundred meters from the beach, and has plenty of moto dops hanging around just outside the entrance waiting to take you into town. You shouldn't have to pay more than 2500 riel for the trip.
